Rev. Matthew Best | Pastor & Executive Director
Christ Lutheran Health Ministries, Holy Spirit Medical Outreach Clinic and Dental Clinic
Rev. Matthew Best brings a unique blend of pastoral care, business acumen, and nonprofit expertise to Christ Lutheran Church in Harrisburg, where he serves as both pastor and executive director of Christ Lutheran Health Ministries. Officially installed on October 1, 2023, Pastor Matthew leads congregational life and is committed to fostering the church’s mission of healing and community service, especially through outreach to the Allison Hill neighborhood and beyond.
With a background in political science from Grove City College and a Master of Divinity from Lutheran Theological Seminary in Gettysburg, Pastor Matthew has a diverse history in public service, government relations, and community-focused initiatives. Pastor Matthew is active beyond the pulpit. He chairs the Lower Susquehanna Synod Mission Committee, serves on the Affordable Housing Task Force, and contributes to the Lutheran Advocacy Ministry in Pennsylvania as Policy Council Chair. His advocacy extends internationally as a board member of Tree 4 Hope Academy, a girls’ school in Guatemala, and locally through his co-founding of the Memorial Blanket Project.
Pastor Matthew is deeply invested in community wellness and social justice, including his participation in the ELCA Homelessness Network and leadership in the ELCA Vital and Vulnerable Congregations initiative. His commitment to compassionate outreach aligns with Christ Lutheran’s long-standing dedication to healing and hope, exemplified through its free medical clinic and dental services for underserved neighbors.
When he isn’t serving in his professional roles, Pastor Matthew enjoys running, reading, and sharing insights on his blog. He lives in Carlisle with his wife, their four children, and their beloved rescue dog.

Jada Dove, MPH | Community Impact Director
American Heart Association
Jada Dove is a resolute public health professional committed to advancing health equity and community well-being. She earned her Bachelor of Science in Exercise Science from UNC Charlotte in 2021 and her Master of Public Health in Health Policy & Management from Temple University in 2023.
Jada began her career at the American Heart Association in 2022 as a Health Strategies Coordinator, where she played a key role in strengthening community impact strategies. Her initiative and leadership led to her promotion as Community Impact Director, Health Equity for Greater Philadelphia under the Bank of America Collaboration for Equitable Health Initiative in 2023. In this role, she spearheaded efforts to address hypertension and heart disease disparities by forging partnerships with health clinics and community-based organizations. In addition, she uplifted community advocates through local policy exposure and opportunities as part of this four-year initiative.
Now serving as a Community Impact Director for Greater Philadelphia, Jada continues to implement and scale sustainable cardiovascular health interventions. Her work is deeply rooted in collaboration, cultural responsiveness, and long-term impact, ensuring that the stories of communities are heard and responded to with evidence-based solutions. She leads long-term planning efforts through interventions focused on blood pressure control, nutrition security, and chronic disease prevention, aligning with the market's strategic vision to drive sustainable health outcomes.
Beyond her professional career, Jada is a board member for Feast of Justice, a nonprofit dedicated to nutrition security in Northeast Philadelphia, where she supports initiatives that expand access to healthy food and essential resources for underserved communities. Jada also serves on the Department of Public Health's Advisory Council for Arcadia University, sharing field insights and expertise that can help amplify programs for college students.
Originally from Kernersville, NC, Jada is an active member of the Omega Mu Omega Chapter of Alpha Kappa Alpha Sorority, Incorporated®. She enjoys traveling, exploring diverse cuisines, and spending quality time with her family, friends, and her dog, Sugar.
Tina Galloway, PharmD | Senior Director of Dispensing
Community Volunteers in Medicine
Tina Galloway received her Doctor of Pharmacy degree from the University of Pittsburgh School of Pharmacy in 2004. She completed a primary care pharmacy residency at the VA in Northern California in June 2005 and then an outcomes research fellowship at the University of Pittsburgh School of Pharmacy in June 2007. During her time as a pharmacy student, she began working with the underserved population through the Birmingham Clinic in Pittsburgh. She resumed this work as a fellow through a collaboration with the Center for Minority Health at the University of Pittsburgh School of Public Health. In doing so, she conducted blood pressure screenings at barber shops and brown bag events, and in senior homes and churches. After moving to the Philadelphia area, Tina began to volunteer as a pharmacist at CVIM. In 2022, Tina became a staff pharmacist at CVIM, with the following year moving into the director role of the dispensary. Through her continued work with the underserved population, she has developed more specific interest in literacy and language, and their impact on patients’ health journeys.
Helen Hawkey, BSDH, PHDHP | Executive Director
Pennsylvania Coalition for Oral Health
Helen Hawkey, BSDH, PHDHP, is the Executive Director of the Pennsylvania Coalition for Oral Health (PCOH), where she leads statewide efforts to improve oral health through policy advocacy, education, and coalition-building. With over two decades of experience in oral health, Helen is expanding access to care and integrating dental health into broader health systems.
Helen previously worked as a research coordinator on a childhood caries study at the University of Pittsburgh, deepening her commitment to addressing health disparities in underserved communities. She currently serves on the board of directors for the Pennsylvania Rural Health Association and the American Network of Oral Health Coalitions, contributing her expertise to both state and national oral health strategies. In recognition of her impact, Helen received the 2025 M. Dean Perkins Distinguished Service Award from the Association of State and Territorial Dental Directors.
Cat Hulbert | Senior Director, US Programs
Americares
Cat Hulburt is a Senior Director, U.S. Programs at Americares, a health-focused relief and development organization that saves lives and improves health for people affected by poverty or disaster. In this role, she drives strategic growth and program development in the U.S. in key focus areas (including health equity, mental health, and health system strengthening). Throughout her career, Cat has helped establish numerous complex collaborative initiatives across the U.S., focusing on improving quality, reducing inequities, and enhancing health outcomes. She is dedicated to identifying innovative ways to bring services, care, and opportunities to individuals and communities who lack access. Cat has more than 20 years of experience working with nonprofits and community organizations and is particularly adept at organizing diverse groups and individuals into working partnerships. She graduated from DePaul University in Chicago with a B.A. in Communications, focusing on language and culture, and currently lives in Richmond, VA.
Nick Ide, MPH | Rural Health Director, Eastern States
American Heart Association
Nick Ide, MPH is the Rural Health Director for the Eastern States Region of the American Heart Association. He received his Bachelor of Science in Health Science from Lock Haven University and his Master of Public Health from the University of Arizona. He is currently completing his Master of Business Administration degree with Strayer University.
Nick began his journey with the American Heart Association in early 2022 as a grant-funded Community Impact Director, where he served a specific geography in Pennsylvania. Following this, Nick transitioned to his current role, where he serves as the region’s leader for rural health initiatives, including best-approaches to address rural inequities, leading rurally based programs, and consulting cross-function on the importance of rural health considerations through qualitative and quantitative data.
Nick lives in Union County, Pennsylvania with his husband, one-year-old son, and three dogs. In his free time, he is an avid reader, runner, and traveler.
Patrick Keenan | Director of Policy & Partnerships
Pennsylvania Health Access Network
Patrick Keenan is the Director of Policy & Partnerships for the Pennsylvania Health Access Network. While advancing consumer-driven priorities like transparency, quality, lower costs, and expanded protections, he develops data and analysis to influence public support for expanding healthcare for all Pennsylvanians. He leads efforts to address the social determinants of health, enhance Medicaid managed care, improve coverage, and more. He built PHAN’s statewide consumer engagement program that enrolls thousands, works to resolve consumer issues, and empowers consumers with information and resources, all using a data-driven, campaign-style approach. This includes a Helpline that answers over 18,000 calls a year and helps disconnected communities address barriers and improve access. Prior to PHAN, he spent more than a decade developing and managing human services programs, and completed a graduate degree looking at evidence-based practices in behavioral health.
Jennifer Lloyd Jennelly | Director of Strategic Planning & Partnerships
Community Volunteers in Medicine
Jennifer Lloyd Jennelly holds a Bachelor of Science in Social Studies Secondary Education and Minor in Political Science from Elizabethtown College and a Master of Public Administration and Policy from American University. She worked at the Pennsylvania Insurance Department (PID) in Harrisburg, starting after college as a Special Projects Manager, and then in 2019, transitioned to helping launch Pennsylvania’s first State-Based Health Insurance Marketplace, known as Pennie. She currently serves as the Director of Strategic Planning and Partnerships, and her core competencies include health insurance marketplaces, public health policy, organizational vision setting and strategy development, legislative and stakeholder engagement, and project management. In her free time, Jennifer is an active member of her church and enjoys reading, traveling, and spending time with family.
David C. Moore, MBA, MA | Director of Foundation Initiatives
Independence Blue Cross Foundation (IBX Foundation)
David Moore is the Director of Foundation Initiatives at the Independence Blue Cross Foundation (IBX Foundation) overseeing programmatic grantmaking initiatives to improve healthcare access, strengthen the health workforce and enabling solutions for better health. This includes direct oversight of up to $10 million in annual IBX Foundation grant awards through its core programs, hallmark initiatives, and the Community Health Institute.
David is a Military Veteran and an Army Reserve Officer with nearly two decades of health care and health policy experience. Prior to joining the Foundation, David led a compliance team on the corporate side of Independence Blue Cross in the Medicare Advantage Line of Business and was a Presidential Management Fellow at the Centers for Medicare and Medicaid Services (CMS). While at CMS he worked in multiple offices including Medicare Operations, Civil Rights, and E-Health Standards and Services.
As a combat veteran, David has decades of experience in stabilization, reconstruction, and grantmaking on three continents. He holds two master’s degrees, one in business administration with a concentration in Finance and another in political science. David also serves as an elected member of his local school board and on the committee of the local Boy Scout Troop as Advancement Chair. David resides in Southern New Jersey with his wife, 5 children, and 2 rescue huskies.
Mae Reale | Health Education Specialist
PA Coalition Against Domestic Violence
Mae Reale is Health Education Specialist at the PA Coalition Against Domestic Violence. She has the pleasure of working with advocates from 59 domestic violence programs, who provide service to all 67 counties in the Commonwealth, to help them connect with a wide variety of healthcare providers, to ensure those providers have the tools they need to respond to people who have experienced domestic violence in all its forms. Mae works with state-level organizations to promote safe, trauma-informed responses to survivors of domestic violence. Mae is one of the co-chairs of Pennsylvania’s Maternal Mortality Review Committee. She is a member of the Plans of Safe Care Core Team, HEAL PA, Pennsylvania’s Perinatal Action Committee, the Central PA Maternal Health Coalition and the Early Child Comprehensive Systems Advisory Board. She earned her Master’s degree in Adult and Community Education from Indiana University of Pennsylvania.
Karoline (Kari) Rossetti | Clinic Administrator
Neighborhood Resilience Project’s Free Health Center
Kari Rossetti serves as the Clinic Administrator for the Neighborhood Resilience Project’s Free Health Center, where she has worked for the past three years. A graduate of Carlow University, Kari brings diverse clinical experience from her work in intensive care, labor and delivery, and clinical research. Her experience across multiple clinical settings shapes her role in guiding day-to-day coordination at the Free Health Center, with a focus on compassionate, community-centered care. In addition to her work at the Free Health Center, Kari serves as Secretary on the Board of Directors for The Saint Constantine School of Pittsburgh. She and her husband, Dr. James Rossetti, D.O., are blessed with a blended family of five daughters. In her free time, Kari enjoys audiobooks, crocheting, and spending time outdoors.
Kat Royer | Director of Community Engagement
Community Action Association of Pennsylvania
Kat is the dedicated Director of Community Engagement at the Community Action Association of Pennsylvania (CAAP). As part of the community engagement team, she plays a key role in the PA Navigate project, a statewide initiative connecting individuals and healthcare providers with community-based organizations to address social determinants of health. Kat provides technical assistance, onboarding support, and engagement strategies to help organizations across Pennsylvania integrate with the PA Navigate platform and better serve their communities.
With over a decade of experience in program management and leadership at community-based organizations, Kat has a deep passion for bridging gaps in healthcare and social services. She previously worked with the Olivet Boys & Girls Club in Reading, PA, and the Camden Coalition of Healthcare Providers in Camden, NJ, where she helped design and implement programs that support individuals with complex needs.
After earning her graduate degree, Kat furthered her commitment to service by completing a year with AmeriCorps, helping individuals navigate medical and social challenges by connecting them with vital resources. Her career has been shaped by a drive to create meaningful change, empower communities, and improve access to essential services for those who need it most.
Jenny Salisbury, CFRE | Executive Director
HealthLink Dental Clinic
Jenny Salisbury, CFRE, is the Executive Director of HealthLink Dental Clinic, a nonprofit organization providing free, high-quality dental care to low-income adults and U.S. military veterans in Bucks and Montgomery Counties, Pennsylvania. Under her leadership, HealthLink delivers a full range of dental services—including exams, x-rays, cleanings, restorative treatments, root canals, and crowns—while also integrating screenings for conditions such as diabetes and high blood pressure.
With extensive experience in nonprofit leadership and community engagement, Jenny has advanced HealthLink’s mission of expanding oral health equity, strengthening partnerships, and ensuring that patients receive care with dignity and compassion. She is passionate about demonstrating the vital connection between oral health and overall health, and about building sustainable programs that address gaps in access to care.
Darcie Shaeffer | Dental Services Manager
Volunteers in Medicine
Darcie Schaffer has worked at Volunteers in Medicine (VIM) for nearly 15 years and is the Dental Services Manager. In addition to managing dental services at the clinic, Darcie manages VIM’s partnership with the local United Way to operate the Healthy Smiles Program to educate children in daycares, schools and park programs on proper brushing technique, the importance of good oral health, how oral health affects the rest of the body, and the importance of reducing sugar intake.
Darcie sits on the Oral Health Plan Advisory Group for the Pennsylvania Oral Health Plan 2020-2030 for the Department of Health. She has been invited to join the Health Advisory Committee for the local HeadStart and was voted Outstanding Community Partner 2023.
Darcie is a huge advocate for dental patients, and as her niece says, "Aunt Darc is saving the world one tooth at a time." She and her partner, Jay, reside in Dallas, PA, where they enjoy time in the sun and reading a good book.
Devon Trolley | Executive Director
Pennie
Devon Trolley joined Pennie, Pennsylvania’s Health Insurance Marketplace, as the Executive Director in March 2023, bringing extensive Affordable Care Act (ACA) policy, operational, and leadership experience. Before her role at Pennie, Devon was Director of Get Covered New Jersey, overseeing the launch of the state-based marketplace in 2020 that led to record enrollment levels. For ten years before that, Devon worked for the federal government at the Centers for Medicare and Medicaid Services (CMS) on the implementation and stabilization of the federal health insurance marketplace (healthcare.gov) in key strategic and policy roles. She also served as a Senior Advisor in the Office of the CMS Administrator working to address the opioid crisis and improve maternal health. Devon developed legislation related to health insurance reforms and coverage expansion in the United States Senate as a Winston Health Policy Fellow during the passage of the Affordable Care Act. She is an alumna of Penn State University.
